Programme Analyst/Head of the Environment and Energy Unit

Under the guidance and direct supervision of the Deputy Resident Representative, the Programme Analyst is responsible for management of UNDP programme within the Environment and Energy area. The Programme Analyst analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio, provides policy advice services.

The Programme Analyst supervises and leads programme support staff, coordinates activities of the projects’ staff. The Programme Analyst works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

III. Functions / Key Results Expected

Summary of Key Functions:

- Implementation of programme strategies
- Management of the CO programme in the area of environment and energy
- Creation of strategic partnerships and implementation of the resource mobilization strategy
- Provision of top quality policy advice services to the Government and facilitation of knowledge building and management

1. Ensures implementation of programme strategies focusing on achievement of the following results:

- Thorough analysis and research of the political, social, economic and environment situation in the country and preparation of substantive inputs to CCA, UNDAF, CPD, CPAP and other documents.
- Identification of areas for support and interventions within the Environment and Energy area.
- CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.

2. Ensures effective management of the CO programme within the Environment and Energy area focusing on quality control from formulation to implementation of the country programme achieving the following results:

- Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
- Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
- Initiation of a project, presentation of the project to PAC, entering project into Atlas ( in small offices), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects.
- Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects.
- Follow up on audit recommendations. All exceptions are timely reported.
- Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.

3. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Management Support and Business Development Team focusing on achievement of the following results:

- Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

4. Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

- Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
- Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
- Sound contributions to knowledge networks and communities of practice.
- Organization of trainings for the operations/ projects staff on programme issues.

IV. Impact of Results

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Project Administrative-Finance Assistant (SC-3)

UNFPA, United Nations Population Fund, seeks multilingual, motivated candidates with appropriate educational background and experience for the post of Project Administrative-Finance Assistant (SC3). This position is open for Uzbek citizens only.

Background:
Under the guidance and supervision of Operations Manager (OM) and in coordination with Administrative/Finance Associate (AFA), the Project Administrative/Finance Assistant provides financial and admin services ensuring high quality, accuracy and consistency of work. The Project Admin/Finance Assistant is client-oriented and consistent with rules and regulations approach in the Unit.

The Project Administrative/Finance Assistant works in close collaboration with the operations, programme and projects’ staff in the CO and UNFPA HQs staff to exchange information and ensure consistent service delivery.

Functional duties and responsibilities:
1. Ensures implementation of operational strategies focusing on achievement of the following results:
- Full compliance of financial processes and financial records with UNFPA/UNDP rules, regulations, policies and strategies.
- Input to the CO business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance and Admin in cooperation with Administrative/Finance Associate and under direct supervision of Operations Manager.
2. Provides accounting and administrative support to Administrative/Finance Associate focusing on achievement of the following results:
- Ensures proper control over supporting documents for payments and NEX projects Financial Reports; preparation of all types of vouchers on-behalf of UNFPA CO; raising requisitions; payments execution.
- Prepares requests for direct payments and submits/executes approved requests for payments.
- Maintains the internal expenditures control system, which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, MPOs and other entitlements are duly processed.
- Implements timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
- Presents/updates information on the status of financial resources as required.
- Maintains Accounts Receivables and deposits recording in Atlas.
- Manages cash receipts and performs duties of alternative petty-cash custodian.
3. Assists in the preparation of financial reports on the programme focusing on achievement of the following results:
- Assists in preparations and timely revisions of project budgets in Atlas in close cooperation with responsible programme officers.
- Collects and checks supporting documents.
- Prepares financial reports on cash advances, and executed payments.
- Reviews financial reports and forms of implementing partners.
- Reports to HQ on a timely basis as instructed by OM/AFA.
4. Supports in Procurement Procedures focusing on achievement of the following results:
- Provides assistance in the development of Procurement Plans.
- Assists AFA in execution of procurement in accordance with UNFPA Procurement Procedures.
- Assists AFA in preparation of requests for contracts including all supporting documents.
- Follows up and monitors procurement processes in cooperation with AFA and in constant consultation with Operations Manager, including tracking of goods and services.
- Maintains procurement files.
- Timely informs Operations Manager/AFA about newly acquired assets.
- 5. Logistical support to CO on achievement of the following results:
- Maintains close collaboration with Logistics Company.
- Requests and follows up on processing of customs declarations and brokerage services for UNFPA goods.
- Receives and Inspects UNFPA goods at warehouses with the collaboration of Logistics Company and appropriate certifying institutions.
- Arranges transportation of UNFPA goods.

Background:
Under the direct supervision of the Assistant Representative the Programme Assistant assists in programme implementation in Uzbekistan.
The Programme Assistant works in close collaboration with the administarative/financial, programme and project staff to exchange information and ensure consistent service delivery

Results-Oriented Functional Statements:
1. Assists routine implementation of assigned projects through ensuring timely delivery of project outputs:
- Provides significant input into arranging programme activities, including supporting programme officers in preparation of budget, arranging venues, materials, helping in preparation of the presentations;
- Contributes to the preparation of programme and financial reports by collecting information, preparing tables, drafting selected sections etc;
- Assists with programme procurement and ensures that procurement is in accordance with UNFPA Procurement Procedures:
- collects supporting documents;
- obtains price quotations and prepares comparative tables;
- makes logistical arrangements for the delivery, including customs clearance and distribution
- obtains Receipt and Inspection Reports and acceptance reports from national counterparts.
- Makes travel arrangements for programme travels (project missions, study tours, trainings, conferences and workshops etc.);
2. Assists in the advocacy, communications, and resource mobilization efforts:
- Compiles relevant background materials and prepare briefs and summaries if requested;
- Maintains database of public information contacts and potential donors;
3. Supports internal and external programme communications and exchange of information:
- Arranges programme meetings, including organizing the venue, preparing draft minutes of programme meetings, communicating draft minutes to the participants and receiving feedback;
- Ensures quality and completeness of filing of programme documents;
- Manages and maintains office’s library;
- Translates and drafts letters and other programme documents as well as provides oral translation as may be assigned by country office management;
4. Assists in programme monitoring:
- In coordination with designated UNFPA country office Monitoring and Evaluation officer collects and processes information relevant to programme monitoring and evaluation and programme indicators;
- Assists in maintaining and regular updating programme M&E database.

Функциональные задачи и обязанности

Под непосредственным руководством руководителя проекта водитель будет выполнять следующие обязанности:

1. Осуществлять транспортные услуги в рабочее время (9.00 - 18.30) и быть доступным в любой момент рабочего дня;
2. Обеспечивать своевременную транспортировку персонала проекта на личном автомобиле;
3. Строго следовать установленным правилам и нормам в случае возникновения дорожно-транспортных происшествий;
4. Обеспечивать за свой счет ежедневное надлежащее функционирование автомобиля, включая топливо; нести ответственность за ремонт и замену запасных частей автомобиля;
5. Доставлять и получать для проекта документы, корреспонденцию и пр.
6. Оказывать содействие менеджеру проекта в растаможивании принадлежащих проекту грузов;
7. Выполнять другие обязанности, соответствующие должности, по необходимости и заданию менеджера проекта.

Procurement Assistant (SC-3)

Должностные обязанности: Under the overall supervision of the Operations Manager and direct supervision of the Procurement/Administrative Manager, the Procurement Assistant provides support in efficient functioning of the Office, as well as support to UNODC programs/projects:
Results-Oriented Functional Statement

- Assistance in preparation of relevant procurement documents (RFQs, ITBs or RFPs), receipt of quotations, bids or proposals, their preliminary evaluation, preparation of recommendations to the supervisor and project managers.
- Preparation of contracts/POs in compliance with the UNODC rules and regulations, submission for signature to the senior management.
- Assistance in collecting, analyzing and maintaining necessary information for setting-up a procurement database.
- Assistance in dealing with suppliers and contractors for office and projects procurement. Whenever required, conducts competitive biddings/tenders (involving international companies) in accordance with UN/UNDP Rules and Regulations, obtains and reviews quotations, dealing with the short-listing process, finalizes bids and submits them for final review.
- Assistance in timely disposal of project equipment upon completion of projects in accordance with the UNODC procedures.
- Providing of support in preparation of sub-contracts.
- Keeping Inventory and conducts physical verification check-up in the office and projects.
- Maintenance of procurement filing system and procurement database.
- Maintenance of computerized inventory system.
- Provision of procurement and delivery of office supplies, stationary and visibility stuff;
- Performs other duties as requested
